They are also the hardest people to cold-email. They read for a living. A vague message dies in one second.

431 of them have no website. In this trade that is unusual enough to be interesting on its own — it nearly always means a one-partner firm winding down or a new practice under a year old.

A business with no website has told you three things at once. It has no agency. It has no marketing budget line to defend. And whoever you reach owns the decision, because there is nobody else to ask.

Filter the file to that group and you cut 851 rows to 431. That leaves 420 who already bought a site from somebody. Every rival list sells you both groups mixed together.

Norway draws the line at the address, not the business

The four Nordic countries do not share one rule on business e-mail. They disagree with each other, and Norway is a case in point.

Norwegian marketing law requires prior consent before you e-mail a natural person. A company is not a natural person, so a role address such as post@firma.no sits outside that rule.

The regulator reads that rule harder than most people expect. A named work address counts as a natural person. ola.nordmann@firma.no needs consent. It still needs consent when the company itself registered that address as its own contact.

So the practical rule in Norway is simple. Role addresses by e-mail, named people by phone. The phone column matters more here than anywhere else in the Nordics, and this file is where you get it.
