Denmark is the strict one, and it is not close
The four Nordic countries do not share one rule on business e-mail. They disagree with each other, and Denmark is a case in point.
Danish marketing law bars unsolicited marketing e-mail to anyone without consent first. The word in the statute is "anyone". The Consumer Ombudsman says in its own guidance that this covers companies and public bodies, not just consumers.
The same guidance says the mailbox makes no difference. A general box like info@firma.dk is covered. So is a main box, and so is a named director. All of them need consent first.
So Denmark is the one Nordic market where a cold e-mail campaign is the wrong plan. Use this file for the phone, the door, and the research before a call. The e-mail column is for people who already said yes.
